THE SCHOLARSHIPS

The OSI/FCO Chevening Scholarships provide fully funded awards for scholars and young professionals to study in the UK; they are jointly funded by the Open Society Foundation (OSF) and the UK Foreign and Commonwealth Office (FCO).

Successful applicants must demonstrate both academic excellence and the potential to become leaders, decision makers and opinion formers in their home countries, and should have excellent academic qualifications. Applicants must also provide a clear and precise statement describing what they hope to gain out of their study in the UK, and have a fluent command of the English language.

The scholarships cover all tuition fees for a Master’s degree course for up to one year, travel to and from the UK, and basic living expenses for a single person.

Twelve-month scholarships to read for an MA in Political Philosophy (The Idea of Toleration) at the University of York. Scholars wishing to apply should obtain further information about the degree course from the York website (http://www.york.ac.uk/depts/poli/prospective/pgt/courses/toleration/index.html).

ELIGIBILITY

  • Applicants must be citizens of and resident in one of the following countries: Albania, Armenia, Azerbaijan, Belarus, Bosnia, Croatia, Georgia, Kazakhstan, Kyrgyzstan, Macedonia, Moldova, Mongolia, Russia (Nizhny Novgorod, Irkutsk, Samara, Vladivostok and Tomsk), Serbia, Ukraine and Uzbekistan. Applicants who are temporarily out of the country (for a total period of less than three consecutive months) may be treated as being resident.
  • Applicants should be planning to return to their home country at the end of the period of study
  • All applicants must have completed at least three years of BA course (in the Bologna system) or four years of university study and have obtained, or expect to obtain, the appropriate degree(s) not later than September 2010.
  • Preference will be given to applicants who have not previously studied outside of their home country.
  • Applicants must demonstrate the potential to become leaders, decision makers, and opinion formers in their home country, as well as a friend to the UK. NB This requirement will be treated as of considerable importance in the selection process, and applicants should be sure to complete Section 9 of the application form fully and appropriately.
  • Applicants should have a proven track record of success or excellence in their professional life distinguishing them from their peers and contemporaries.
  • Applicants will be required to have passed an English proficiency test (IELTS preferred) before being offered a Scholarship. The minimum requirement for study at York is IELTS 6.5 (TOEFL 580, in the computer-based test (CBT) 237, and iBT 92, Cambridge CPE Grade C).
  • Employees, employee's relatives (or former employees who have left employment less than 2 years before) of FCO (including FCO Posts), the British Council, the Educational Advising Centers or other OSI representations in the region, the participating Universities will not be eligible to apply for these awards. In accordance with FCO guidelines, those who in the past three years received UK

Government funded scholarships or those who are seeking military training are also not eligible for this scholarship.

NB Applicants applying for this scholarship MAY NOT apply for the Oxford 9-month Research Scholarship.

Please note that all successful applicants will be invited to attend a 1-month preparatory academic writing summer school in July or August 2010. The Network Scholarship Programmes’ (NSP) Pre-Academic Summer Program is designed to prepare NSP grantees for successful academic experiences in the UK. Successful applicants will be provided with the opportunity to refine their research and writing skills through intensive courses in academic writing and social sciences. The exact date and location of the summer school will be available at a later stage of the selection process.

APPLICATION PROCEDURE

Application form

Applicants for this scholarship should complete the scholarship application form below. Please send your application (and all required supporting materials) in three copies (one original and two sets of copies) to the local OSI/Education Advising Center by January 12, 2010. Applications that arrive after this date will be automatically rejected for the scholarship.

Supporting materials:

Copies of the following documents should be included with the application:

  • Official Diploma
  • Official academic transcript with grades
  • Certified English translation of academic transcript
  • Summary of Diploma dissertation
    If your degree course does/did not require a dissertation, please indicate this in section 22 of the application form. We expect applicants to include a summary even if the dissertation has not yet been submitted.
  • TOEFL or IELTS certificate (IELTS preferred)
    Applicants who already have a valid certificate should send copies with the application. Local OSI/Soros Foundation/Educational Advising Centers will arrange tests for short-listed candidates after the interviews in April, if applicants have not already successfully taken a test in the 2 years prior to the interview.

Two confidential references
Applicants should ask the referees named on their application form to complete a copy of the confidential reference form and return it to the local OSI/ /Educational Advising Center by January 12, 2010.

Timetable

The closing date is January 12, 2010. Scholarship applications must be received by the local OSI/Educational Advising Center NO LATER THAN THIS DATE. Interviews of short-listed applicants will be held in April (please check your local education centre for information regarding the week of interviews in your country nearer the time). Final decisions on the award of scholarships will normally be made by the beginning of May.
